Pratt these stamps were sent to the Postmaster General of the United States (following the postal treaty in 1872) for identification purposes and as confirmation of which stamps would be appearing at various post offices in America, such as Boston, New York and Washington, which handled the bulk of mail coming from Newfoundland.
